Flanagan is known as "Mayor" because he was mayor of Fall River, Massachusetts from January 4, 2010 to December 29, 2014, after being recalled. This followed an unsuccessful recall effort in 2012.

On October 20th of 2025, Flanagan was attacked and stabbed. He was taken to the hospital where he is listed in serious but stable condition. No suspect or potential motive has been identified. It's not likely that this incident is related to Joshua Block.
