Flanagan is known as "Mayor" because he was mayor of Fall River, Massachusetts from January 4, 2010 to December 29, 2014, after being recalled. This followed an unsuccessful recall effort in 2012.

On October 20th of 2025, Flanagan was attacked and stabbed near the dispensary he owns in Fall River. Flanagan suffered multiple stab woulds to the neck and was taken to the hospital where he is listed in serious but stable condition. A 31 year old suspect named Corree Gonzalez was arrested for the attack a day later. It is not likely that this incident is related to Joshua Block or any of his other handlers.
